SAGFA Reports_2025_Ghana_Ethiopia story

The Africa-China Centre for Policy and Advisory (ACCPA), working in close partnership with the African Climate Foundation (ACF), has unveiled two flagship assessments that position Ghana and Ethiopia at the forefront of Sino-Africa cooperation on green and sustainable finance. The country reports, prepared under the Sino-Africa Green Finance Alliance (SAGFA), provide new evidence and strategic guidance to help African countries leverage China’s evolving green finance ecosystem in support of their national climate ambitions.

Launched at a virtual event on 9 December 2025, the reports attracted participation from African and Chinese policymakers, development actors, financial institutions, academic researchers, and climate practitioners. The assessments highlight the growing momentum across both countries to adopt greener development pathways and harness stronger partnerships for climate-aligned investment.

In his remarks, Paul Frimpong, Executive Director of ACCPA, noted that the release of the Ghana and Ethiopia assessments demonstrates the increasing agency African countries are taking in shaping the future of their climate and development trajectories. He underscored the importance of grounding Sino-Africa cooperation in robust research, clear policy frameworks, and institution-driven strategies.

The African Climate Foundation was represented by Sahele T. Fekede, who leads the Foundation’s work on Energy Access and Transitions. He emphasized that SAGFA’s country analyses help illuminate where African institutions can strengthen regulatory environments, build capacity, and foster more effective engagement with Chinese partners on green finance.

The Ghana assessment, led by Dr. Isaac Ankrah, Senior Research Fellow at ACCPA, examines the readiness of Ghana’s financial system to channel green investments at scale. It points to emerging opportunities within the renewable energy, agriculture, and adaptation sectors—while also identifying institutional and regulatory adjustments needed to unlock broader climate financing flows.

The Ethiopia assessment, prepared by Dr. Gebre Tafere, Dean of the College of Social Sciences & Humanities at Debre Berhan University, outlines Ethiopia’s strong policy alignment with green development and the significant potential to deepen its collaboration with Chinese financial institutions. The report stresses the need for coordinated action to improve investment readiness, expand green finance instruments, and integrate climate considerations into national planning and budgeting processes.
